Journal Ownership & Publishing Responsibility
JRUSD is independently published and administered by the JRUSD Editorial Office as a self-published, non-commercial scholarly journal. In the absence of an external commercial publisher, the journal’s editorial leadership and editorial office assume full responsibility for journal governance, editorial decision-making, production coordination, and the integrity of the publication process. The journal operates under an independent editorial model and safeguards editorial autonomy in all publishing decisions.
Governance and Editorial Independence
JRUSD is governed by the Editor-in-Chief and the Editorial Board. Editorial decisions—including acceptance, revision, and rejection—are made solely on the basis of scholarly merit, relevance to the journal’s scope, and compliance with ethical standards. The journal does not permit any influence from sponsors, donors, or external parties on editorial outcomes, and it maintains transparent editorial policies to protect academic integrity.

Publication Format & Audience
The journal welcomes submissions from academics, professionals, urban designers, and policymakers. It publishes:

Archiving and Digital Preservation
JRUSD is committed to ensuring long-term digital preservation and continued access to its published content. The journal maintains a preservation plan that includes:
- PKP Preservation Network (PKP PN/PLN): JRUSD participates in the PKP Preservation Network for distributed, long-term digital preservation. Published issues and associated files are deposited through OJS according to PKP PN workflows, and deposit status is recorded within the PKP PN plugin in OJS.
- Platform and content exports: JRUSD is hosted on the Open Journal Systems (OJS) platform. The Editorial Office performs periodic exports of journal content and metadata (articles, issues, and associated files) to maintain independent copies of the publication record.
- Regular backups: The journal performs routine backups of the journal website and database, including article PDFs and supplementary files. Backup copies are stored in more than one secure location to reduce the risk of data loss.
- Retention and recovery: Export and backup files are retained for recovery purposes and can be used to restore access in the event of service disruption or platform migration.
- Continuity of access: If the journal is no longer published, JRUSD will make reasonable efforts to ensure continued access to its archive through preserved copies (including PKP PN deposits where applicable) and/or deposit in an appropriate institutional or public repository, subject to legal, licensing, and technical constraints.
Revenue Sources and Funding Model
JRUSD operates as a non-commercial, independently published open-access journal. The journal does not charge submission fees or Article Processing Charges (APC). Journal operations are supported through voluntary academic service by the editorial team and internal administrative coordination. Any institutional or organizational support, if applicable, does not influence editorial decisions. Publishing fees or waiver status do not affect editorial outcomes.
Advertising Policy
JRUSD does not accept advertising and does not display commercial advertisements on its journal website or within published articles. Advertising is not linked in any way to editorial decision-making. Editorial decisions are based solely on scholarly merit and compliance with journal policies.
